How Welcome Valley works is that it's what I call a subdistrict. Once you're there, open the district page of the book again, go down to the very bottom district and select it. Select any district that has a Cog Invasion (it will say what type of cog is invading on the right side when you click on a district), and go to that district. It should be the 2nd or 3rd icon from the top, on the far right side. Open the book in the bottom right corner, and go to the districts page. There's a really efficient way to earn XP for gags.
